Water Supply
The San Rafael Water District, which caters to 5,015 consumers, which are considered residential subscribers, and is located at Bgy. Lico, is a great help to the community.
Only thirteen (13) barangays are being served by the waterworks system, these are:

2. Caingin | 7. Pulo | 12. Poblacion |
3. Libis | 8. Sampaloc | 13. Bacood |
4. Lico | 9. Talacsan | |
5. Maronquillo | 10. Tambubong |
At present the most common source of water supply in the municipality is its ground water table varying from 80 to 200 feet. Due to the limited areas covered by the waterworks system, artesian wells, force pumps, and other mechanical devices are extensively used to obtain water for laundering, bathing and even for domestic use. Ground water is also used as a source of irrigation but not extensively since this is still extensive than using surface water.

Power Supply
The Manila Electric Company (Meralco) with office located at Baliuag, Bulacan provides power requirements to the Municipality of San Rafael.
Based on the status of electrification of MERALCO, all thirty four (34) barangays of the municipality were serviced with electric power. Most households were already energized.
